Starmie can be used either defensively or offensively. It holds great value as a Rapid Spin user, dispelling annoying entry hazards while avoiding Defog’s downfall in the face of Taunt. Starmie’s Speed is its greatest strength, allowing it both opportunities for sweeping and speedy set-ups.

This Starmie isn’t mixed in terms of attack type, but in the sense that it acts both defensively and offensively. While examining a similar set on Smogon with Starmie holding Leftovers, it occurred to me that while we’re using only attack moves anyway, why not bulk Starmie up with an Assault Vest? The result is a super fast spinner with much more bulk than Leftovers can offer.
Rapid Spin is obviously the centerpiece of this set. Entry hazards are a favorite tactic in competitive play, so it’s essential that every team have some kind of counter to it. Rapid Spin is an excellent choice for this because, unlike Defog, it will not fall victim to Taunt (although Defog is useful for clearing other barriers besides entry hazards).
Starmie will also perform well offensively. Hydro Pump is a powerful STAB move, good to keep on your set. Psyshock, Thunder Bolt, Ice Beam, and Signal Beam are all good coverage moves. What you choose to use will depending entirely on what type coverage your team as a whole needs.
This Starmie’s main threat will be Knock Off taking away its bulk as well as getting a super-effective hit on it. Starmie is usually fast enough to take out any Knock Off user, but opponents such as specially defensive Sableye can swallow Starmie’s attack and hit it with Knock Off. Even without Assault Vest, Starmie will still be fast and strong enough to continue sweeping at least.

- IVs: HP, Defense, Sp.Def, Speed
- Ability+Hold Item: Natural Cure+Leftovers
- Moveset: Cosmic Power, Recover, Toxic, Scald/Rapid Spin
If you want some fast bulk, here it is. This Starmie’s Speed will leave it no trouble setting up with Cosmic Power before it has to swallow any attacks. Recover and Leftovers will add to the bulk with reliable HP recovery. Toxic is Starmie’s best way to actually inflict some damage, and is a good way to deal with foes that may be irritated into switching out.
Scald will help Starmie out in case it falls victim to Taunt, with the nifty side effect of potentially burning the opponent and cutting their Attack. Or you could add to Starmie’s support capabilities with Rapid Spin, although it is much weaker and would be terrible to be trapped in with Taunt or Encore.
Natural Cure gives Starmie a way to deal with status issues, which are often the main tactic to dealing with bulky Pokemon such as itself. The main benefit to using this Starmie as opposed to our Assault Vest Starmie is that it will be physically defensive as well as specially defensively, and can tolerate Knock Off much better.
Overall Starmie can be used well either offensively or defensively. It’s an excellent Rapid Spin user, which makes it a valuable teammate. It can combine its offensive and defensive power by sweeping with its varied movepool assisted by an Assault Vest. It can also go for all-out support centered around Cosmic Power, HP recovery with Leftovers and Recover, and Toxic.
